Public policies against the digital divide: a necessary adaptation to different degrees of development

Abstract

The article discusses the different dimensions of a digital divide. The variables that determine the width of the digital divide are--access to information and communication technology and its usage. Adequate consideration of these two variables is necessary in any public programme focusing on fighting against the digital divide.
