Abstract
The purpose of this study is to develop a SCORM-based Sharable Content Repository Management System (CRMS) to manage the data, content objects and assessments of all areas in the Grade 1-9 Curriculum, with the characteristics of Reusability, Durability, Accessibility, Adaptability, Affordability and Interoperability. By using the effective SCORM-based Sharable CRMS to manage their files, teachers can reduce their workload and thus focus their efforts on substantiating content of teaching. Once teachers upload their content objects, the system would promptly produce a SCORM-based file and create a content package for use and retrieval by users. On the other hand, teachers can browse and download desired content packages through the system to assemble new content objects. Finally, the study proceeds an evaluation and discusses system satisfaction. The internal consistence of evaluation reach up to 0.902 under consistence analysis. Based on the results of this study, several suggestions are also made regarding the design of material filing system for future research references.

I. INTRODUCTION
The Nine-Year Compulsory Education which consists
of 6 years in elementary school and 3 years in junior high
school is the foundation of the national education system of
Taiwan. Its impact is felt by the majority of families in
Taiwan. The information and various versions of teaching
materials, assessment forms, and learning worksheets in the
seven major fields constitute a huge amount of resources.
However, if there are no immaculate storage facilities and
effective management mechanisms, it will not only waste
resources but also cost tremendous amount of human effort
and time to replicate or search.
Because of the advancement of Information
technologies and the development of Internet, there are
strong demands to gather the best feature of these teaching
materials from all teachers and establish a website, with
appropriate classifications, proper authorizations for
providers of these teaching materials, and the generation of
standardized metadata, to improve their usability. With
proper security measures, this website can really facilitate
teachers’ tasks of browsing, querying, collecting data, and
uploading through the properties of network: real-time,
convenience, and quickness. It can also promote the use of
the content repository management system by teachers to
reach the goal of circulating, re-using, and sharing teaching
materials through demonstration, discussion, research, and
collaboration.
The purpose of this study is to develop a SCORM-
based shared content repository management system. The
SCORM standard will be compiled through researching
related literature and added into the content files
automatically by system functions to enhance their
functionality. And finally, they will be packaged properly so
that users can access and use them; to promote the
effectiveness of the digital contents through SCORM
standard so that these contents can be brought in line with
international practices and circulated both domestic and
abroad to enhance the quality of teaching. Therefore, the
objectives of this study are listed as follows:(1)
Effective management of the pedagogical contents,
materials, and worksheets in all fields throughout the 9
years consistently, (2) Sharing pedagogical contents through
uploading and querying or downloading the contents needed,
and (3) Automatic addition of SCORM standard into the
content files to speedup their circulation and broaden their
sharing.
II. THE RELATED WORK AND OVERVIEW
The application of digital content is an international
development trend as well as the focus of Taiwan’s
development. However, each unit adapts its own standard.
If they can be consolidated into a common standard, they
can inter-operate to each other and every one will benefit.
Also, it will save time and manpower to cut the cost. There
has been a certain degree of development for the SCORM
standard in Taiwan. Therefore, this study aims to establish
an ADL SCORM-based shared content repository
management system so that the pedagogical contents in the
7 major fields throughout Grad 1-9 which are designed by
teachers can enhance their usability and circulation and
achieve the goal of resource sharing for mutual benefit.
A. Grade 1-9 Pedagogical Contents
The curriculum of the compulsory education stage is
based on the three facets of individual development, societal
culture, and natural environment to provide learning in 7
major fields: language, health and physical education, social
study, arts and humanities, mathematics, natural and life
science, and technology and integrated activities etc [1].
The Grade 1-9 curriculum covers pedagogical contents
for 9 grades: from 6 year old to 15 year old students and 7
major fields: a total of 63 sub-items. Its content is rather
