Abstract

Health care report cards should be valid, comprehensive, comprehensible, relevant, reasonable, and functional. Many health care report cards, produced by public and private organizations, fail to meet these criteria. However, the state of the art varies across states and across health sectors. Despite continuing problems, some significant progress has been made.
