Abstract

The author searches for contributions from the fields of Humanities and Health to present a certain action theory concept, which is perceived as being essential for an unidealized understanding of health mlcropolltlcs and Its outcome for the management process. He builts the concept of "moral worker" as a correlate asset concerned with the view of the "functional human being" to call one's attention for the risk taken by actors found either In the governmental situation or in any organization "interventionary" process, and engaged in the building process of the Brazilian National Health Service (SUS), of taking up an objectivistic and instrumental view of health workers, underestimating their protagonism and their institutive power, which is capable of producing senses that not always are the ones required by the leaders, regardless of their fairness and indispensability.
