Abstract
In this work, based upon the housing policies in the city of Campinas, SP, we seek to affirm the possibility of promoting the right to housing, by the Program Minha Casa Minha Vida, in empty urban spaces by a urbanistic measure called Special Zones of Social Interest. We identified the legal norms that impose the production of Housing of Social Interests in Campinas, presented by its City Plan, and the form those urban policy measures are used by Public Administrator to plan and build the city from the standpoint of the right to housing and turning it to the public interest. This research was made in accordance with the hypothetical-deductive method, and the hypothesis, we believe it has been confirmed, is to know if its possible to produce housing of social interest in urban areas defined as ZEIS, so as to induce the use of urban area to promote inclusion of low-income population.
