Abstract

The article through the analysis of the construction process of the Territorial Tourism Master Plan of the Decentralized Autonomous Government of Santa Cruz- Galapagos, wants to put in evidence a new framework to conceive a tourist destination as a pluri space with own elements endogenous and exogenous, and a system of influence and construction of its imaginary, from a liquid plane. At the same time, it addresses the problems of relations and interference of the actors that compose it, which go beyond the autonomy of the local population, which determine the intrinsic characteristic of destiny. This shows how the planning processes controlled by holders of interests outside the tourist space, do not allow its vision and development in conjunction with local actors.
