Municipal Councils of Tourism and Democratic Goods: Comparative Analysis between Curitiba-PR and Belo Horizonte-MG (Brazil)

Abstract

Considering that democracy is a presupposition of the Public Policy Councils, it is important that in the laws that institute them, this concern is present. Therefore, this paper aims to perform a comparative analysis of the rules that regulate the Municipal Tourism Councils [COMTUR] of Curitiba-PR and Belo Horizonte-MG, from the perspective of democratic goods proposed by Graham Smith (2009). A qualitative research was conducted, based on the documentary analysis of municipal laws and other documents related to these councils. As a result, it was verified that Curitiba Council have norms that favor the institutionalization of the voice, popular control and the weighted judgment. The legal norms inherent to the Belo Horizonte COMTUR satisfactorily fulfill the voice and the weighted judgment. It's possible to conclude that although the analyzed institutions do not satisfactorily fulfill all the analyzed criteria, the democratization of Tourism passes through the councils and this interaction is adequately evaluated by the democratic assets.
