Development and Effects of SNS for Community Development in Rural Areas

Abstract

農林業問題研究（第 183 号・2011 年 9 月） 220 〔 〕 （ ） 1．はじめに 情報通信技術（ICT）の発展は目覚ましい．今や インターネットは， 人口普及率で約 8 割となり， ウェ ブサイトも多くの団体が開設している．農村地域に おいても，行政機関をはじめ，地域づくり団体や自 治会・協議会などがサイトを開設し，地域生活に不 可欠なものになりつつある．さらに，ICT は活用方 法や今後の技術発展によっては，いわゆる条件不利 といった問題や，都市と農村の関係性すら抜本的に 変えてしまう可能性も秘めている． なかでも地域 SNS（Social Network Service）とい われるコミュニティサイトの活用は注目に値する 1) 地域限定で SNS を運用し，地域内の情報交換や住 民参加など地域づくりのツールとするものであり， 総務省の地域情報化施策を受け，急速に拡がりを見 せている． 研究面では，庄司［1］ ［2］が，地域 SNS が対象 とする範域の大きさの軸と情報流通重視-人間関係 重視の軸にて分類されること，人々の協働行動を活 発にしてソーシャルキャピタルを醸成する場として 機能することを示している．また，藤田ら［3］は， 地 域 SNS の 意 義 を， プ ラ ッ ト フ ォ ー ム と し て の 「場」 ， 共同体的な意味をもつ「組織」 ， 機能的な「ツー ル」の 3 側面にて整理している． このような可能性をもつウェブサイトであるが， 農村地域での活用には研究蓄積が少ない．星野［4］ が，ウェブサイトへの期待を導入事例の分析に基づ き提示しているものの，実際にはいくつかの問題も 残っている．一つは，高齢者が利活用の中心となる ため，馴染み難いものとなってしまうというリテラ シーの問題，もう一つはサイトの更新が継続しない という管理上の問題である．一般的なウェブサイト の開設や更新には，専用のソフトウェアや一定の知 識が必要であり，それを有する一部の人の負担が大 きくなる．実際，開設時のままにあるサイトも少な くない． 本研究では，これらの問題を解決し，農村部の地 域づくり活動を促進するウェブシステムを開発する とともに，その効果と課題を考察することを目的と した．なお，具体的に開発・導入したシステムは地 域 SNS の一つではあるが，農村地域の小学校区に おける地域活動を対象とした小規模なものである． そのため自治体単位などで不特定多数が参加し，比 較的規模の大きい運用が一般的な地域 SNS と区別 して，本稿では集落 SNS と呼ぶこととした 2) ． 地域づくり活動に対応した集落 SNS の開発と効果 中塚 雅也（神戸大学） These days, almost everyone uses the Internet. Communication tools such as Social Networking Service (SNS) have been developed in the last few years. However, information and communication technology (ICT) literacy is a problem, because many people in the rural areas are so old that they find it difficult to use. The purpose of this paper is to improve the user friendliness of SNS specifically designed for community development in rural areas and to consider the effects and problems in a practical case study at three residents' associations in Sasayama city, Hyogo prefecture. The results show that the SNS is satisfied with actual conditions and an easy-to-use interface for the registrant. It acts as another platform for interaction among young residents and the urban people who interact with their community. Additionally, it serves as a management tool for regional information and knowledge. Although SNS will have to be improved with time, it is one of the useful communication systems for rural community development. 50
