Abstract

Given the strategic character of the port sector, which is indispensable for economic and social development, it is understood that the environmental management of the port should go from micro to macro scale, planning port development within the scope of coastal management. Thus, considering the potential of the Local Environmental Agenda (LEA) as an instrument of articulation between the Port Environmental Management and the Integrated Coastal Management, this article performs a systematic review of the literature to propose good practices requirements for designing LEAs capable of addressing issues related to territorial governance, intersectoral and spatial integration. These requirements were applied to the Port of Santos / SP - Brazil LEA, revealing that it is a proposal with some approach to themes such as the resilience of the socio-ecological system and intergovernmental articulation, which, however, has limitations related to the approach of the following themes: integrated planning; port-city relationship; sustainable infrastructures and knowledge-management articulation. Based on the results obtained, for future reviews of the Port of Santos LEA, it is suggested: (i) the revision of the adopted planning objectives; (ii) the diagnosis and analysis of the influences of the state of transport infrastructure on the sustainability of socioeconomic activities in the coastal region and; (iii) the definition of continuous monitoring methods to evaluate the results obtained, enabling the adoption of an effectively regional and integrated LEA, with a systemic and adaptive approach to the socio-environmental and economic issues of the Santos and São Vicente estuarine system.
