Abstract
The implementation of government affairs in the regions has experienced significant changes to the authority of managing government affairs in the regions. The Law number 23 of 2014 concerning Regional Government has shifted some of the affairs that were initially carried out by the regency/ city government into the authority of the provincial government, one of which is the authority related to the implementation of labor inspection. The diversion of authority gave birth to various problems which it feared would neglect the constitutional rights of each component with an interest in the development of progressive and civilized labor force. As a result, the study in this paper aims to identify the inhibiting factors for the implementation of labor inspection in Gorontalo Province. This study uses a type of empirical legal research through a qualitative approach. So that in this study, researcher will describe and analyze the implementation of labor inspection in the region. The results of the study show that the inhibiting factor in the implementation of labor inspection in Gorontalo Province after the enactment of Law No. 23 of 2014 is the factor of human resources, budget factors, facilities and infrastructure factors, and local government policy factors. In order to improve the implementation of labor inspection in Gorontalo Province, we recommend that regional governments carry out: strengthening resources (human resources, budget, and infrastructure), organizing regional organizations, and establishing regional regulations related to the maintenance of labor inspection.
