Abstract
Background: Empowering women remains a concern, both nationally and internationally. Women have not been fully empowered due to patriarchal, paternalistic cultures, and narrow religious understandings. Thus, research is needed to analyze patriarchal and paternalistic cultures in empowering women in bureaucratic reform development. Methods: This research is conducted using a qualitative approach. Finding: The research results indicate that gender equality will be achieved when patriarchal and paternalistic cultures are not applied, but it is necessary to apply equilibrium theory to realize gender equality. Bureaucratic reform can be achieved if gender equality is applied by prioritizing professionalism to improve the quality of public services. Conclusion: Finally, the implementation of gender equality is a respect for women's rights in development, especially in realizing bureaucratic reform.
