Abstract

Global navigation satellite systems (GNSS) are essential for providing information on realtime spatial positions of objects to intelligent transportation systems. Nowadays American GPS and Russian GLONASS are the only two functioning global satellite navigation systems, and GLONASS has the opportunity to become, alongside with the GPS, one of the principal navigation satellite systems. Utilization of GNSS-based technologies is becoming an inseparable part of management practices in government executive bodies and commercial enterprises. Over the last couple of years, regional executive bodies in the Russian Federation became interested in building regional navigation information systems, which permit management and control over vehicles of the entire region's various carriers. The reason for this is the need for a comprehensive solution for transportation issues, in the interest of general public and for the benefit of regional economy, and against the backdrop of increasing demands for timely cargo deliveries and public transportation, which are safe and convenient. In order to delineate the zones of government and business participation and responsibility, regulatory and legal framework is required for support of this process. That is the principal, underlying issue, which must be addressed.
