Abstract

The objective of this work is to seek an approximation of the definitions and objectives of the public policy evaluation techniques and the legislative impact assessment, in order to present a demonstration of the state of the art of the two fields of study and the justification to indicate that they have the same approach. The expression of public policies is polysemic from a doctrinal point of view. From this multiplicity of concepts, there is also confusion about the relationship between public policy evaluation, evaluation of social programs and evaluation of legislative impact. In this context, based on doctrinal research and the method of deductive approach, the first part of the study presents concepts, fields of action and process of evaluation of public policies; Following is a summary of the Legislature, the field of origin of the legislative impact assessment and its conceptions. In the end, the study shows that the objectives are common to both processes - public policy evaluation and legislative impact assessment - since the two fields use unique methods for conducting evaluations on efficiency, effectiveness and effectivity of policies. In addition, the process of evaluating public policies and assessing the impact of legislation has as a common object of analysis the policies established through the legal norm.
