Abstract

The village already has been in existence since the kingdoms era in the archipelago, which was then formalized by the Dutch colonial government, as a law community unit or "inlandse gemeenten". For fulfilling the living needs, the village has a wealth and income regulated according to a self-developed institutional system. Then with the creation of Law No.6 about the village, the regulations about the village wealth and income are made according to these laws, including the allocation of village fund. For optimizing the fund allocation distribution, a confinual control is needed either by the government or the surrounding community. This study uses the yuridic normative method. The control consequence theory among others includes the yuridic power theory, the control type theory, the control authority theory, the communication theory, the publicity theory and the power arrogance theory. With optimal control it is expected that the allocation of the village fund can become a part of the village economic activities and contribute to the national developments.
