Abstract
This research employs a bibliometric method to explore digital bureaucracy and data security in Indonesia during the period from 2023 to 2024. Through an analysis of indexed articles related to digital bureaucracy and data security, it is evident that digital transformation in bureaucracy has become a crucial part of enhancing the effectiveness and efficiency of government in Indonesia. The digitalization of public services, the implementation of e-government, and the application of the smart city concept have enabled greater transparency and accessibility for the public. This study aims to examine the development of digital bureaucracy in Indonesia and the challenges faced in terms of data security. The findings indicate a significant increase in the adoption of digital technology within Indonesia’s bureaucracy, as reflected in the digital society index and international e-government rankings. However, major challenges persist in the area of data security, with numerous incidents of information leaks occurring in the government sector. Cyberattacks, weak data protection regulations, and low awareness of information security are key obstacles in optimizing bureaucratic digitalization. Therefore, strategic actions are required, such as regulatory improvements, enhancement of cybersecurity infrastructure, and increased digital literacy for civil servants and the general public to ensure a more secure and reliable digital bureaucracy system. This research is expected to provide insights for the government and stakeholders in formulating more effective data security policies and strategies in the era of digitalization.
