L’éducation à l’environnement, entre politique et politiques publiques

Abstract

Cet article met en évidence la dynamique de construction par le haut (top-down) des politiques publiques d’éducation à l’environnement, en analysant le cadre politique qui a sous-tendu l’apparition des référentiels politiques ainsi que leur intégration aux programmes d’institutions internationales. Examinant plus spécifiquement le contexte politique qui a caractérisé les premières décennies de son institutionnalisation, nous posons comme hypothèse que le thème de l’éducation à l’environnement a été utilisé à la fois comme support et prétexte à la dénonciation croisée de la nucléarisation des grands blocs géopolitiques et aux opérations d’information et de désinformation des populations sur les différentes questions écologiques.This article highlights the top-down dynamic of construction of environmental education public policies by analyzing the political context in which environmental education references appear, as well as their integration into the programs of international institutions. Focusing more specifically on the initial decades of its institutionalization, we state as an hypothesis that the environmental education theme has been used at times as a pretext for the crossed denunciation of the nuclearization of the major geopolitical powers and at other times as an information and disinformation instrument to address different ecological concerns.
