KELEMBAGAAN PENGURUSAN KEHUTANAN PADA ERA DESENTRALISASI (STUDY KASUS DI KABUPATEN OGAN KOMERING ILIR, PROPINSI SUMATERA SELATAN)

Abstract

Decentralization forestry administration faces several problems when it comes to implementation, they include among others: confusing regulatory, unclear authority and lack of harmony in relationships between central and local governments, back of readiness of local governments to take over tasks which have been handed over by the central government. This article analysed institutional aspects of forest administration in decentralization era and why the problems appear. The study aims at providing recomendation for improving the future implementation of forestry decentralization. The study selected the District Ogan Komering Ilir of the South Sumatera Province as a study area, because of its one of district in Indonesia that have forest area more than 45% toward total district area. The analysis of study used descriptive analysis. The analysis found that the district issued several Regional Government Regulation or Perda by referring to regulatory from the Ministry of Forestry which have already been eliminated. The Central Government changed various regulation on forest administration faster quicker than its efforts in socializing those regulation for local governments. Both rights and responsibilities should be kept balance in decentralizing authority from the central toward local level governments, in order to avoid burdens particularly for local governments. At regional level, there needs to improve mechanisms for sharing authority among technical implementation units with provincial and district forestry services in order to optimize performances of forest administration at the regions. Decentralization forestry administration faces several problems, such as: financing and human resource, therefore local government need capacity strengthey and delegation of should be concluded authority gradually, until local government can carry out its tasks in a self-reliance manner.
