The level of community readiness in Semarang Regency for online single submission of building permits

Abstract

Information technology has developed rapidly and can be used as a means to assist the application of one-stop integrated licensing services. Information technology-based software can process information more quickly and accurately. For this reason, application is needed to help the OSS (Online Single Submission) or called PPTSP Agency provide more optimal, transparent, effective, and efficient licensing services to the public. Some big cities in Indonesia have started applying an OSS/PTSP system to increase the effectiveness of local revenue from licensing and investment services. The system is considered valid and efficient to shorten the flow of public services, especially in the field of licensing. In 2017, the Semarang Regency Government launched an innovation, a web-based public service application which enables communities to submit building permit called IMB/Ijin Mendirikan Bangunan online. The research method used in this study is "deductive" with natural settings without manipulating the subjects under study. Data collection used is quantitative data, with a sample of the communities of Semarang Regency. The results of this study show that the citizen and officials of Semarang Regency have been ready prepared to go to the era of online single submission of building permit. The community needs innovation in improving the quality of public services. Therefore, the system provided by the government can be used optimally. It is recommended for the government to have a better system and establish a special team that can be managed professionally and sustainably so that the program can run well. As a result, the program can serve the community until the next regent period.
