Abstract

Almost two decades after the end of the Yugoslav Wars, most Western Balkans states are ruled by political strongmen and mired in corruption. The European Union has pledged to expand to include the region but Brussels has failed to challenge local elites or encourage grassroots alternatives to the status quo. Jasmin Mujanović reports.
