El enfoque de interculturalidad en las políticas educativas del Ministerio de Educación del Perú

Abstract

The main objective of this research is to analyze the intercultural approach stated by the Ministry of Education in the management documents of Regular Basic Education. Interculturality is extremely important, especially in Peru’s culturally diverse context, and the convergence of cultures, facilitated by the intensification of tourism, internal migration, and the media. Therefore, the following question needs to be asked: What is the interculturality approach used by Peru’s Ministry of Education in its official documents? This research was developed through the document method in addition to the document analysis technique. Two main conclusions arise from the analysis and interpretation of the documents. On the one hand, the various documents in force are not coherent regarding the approach of interculturality they state, which is problematic because interculturality is not well defined, nor are the scopes that interculturality should have. On the other hand, the latest official documents of the Peruvian Ministry of Education have been integrating more characteristics of the critical approach, which is encouraging because it proposes the most significant changes.El contexto culturalmente diverso del Perú y el acercamiento entre culturas, facilitado por la intensificación de los viajes y migraciones internas, así como por los medios de comunicación, hace que la interculturalidad sea de suma importancia. El objetivo central de esta investigación es analizar el enfoque de interculturalidad que el Ministerio de Educación expresa en los documentos de gestión de la educación básica regular. Para ello, se emplea el método documental y la técnica de análisis documental. Del análisis e interpretación de los documentos se han obtenido dos grandes conclusiones: por un lado, los diversos documentos vigentes no mantienen coherencia en torno al enfoque de interculturalidad que expresan, lo que es problemático, pues la interculturalidad no queda bien definida, así como tampoco los alcances que esta debería tener. Por otro lado, los últimos documentos oficiales del Ministerio de Educación del Perú han ido integrando más características del enfoque crítico, lo que es alentador, pues este enfoque es el que plantea los cambios más importantes.
