Abstract
The Procurement Law and its current regulations do not work or are not sufficient, the multiple modifications or patches to the aforementioned law trying to "optimize" and "invigorate" unsuccessful contracting or the number of contracting processes entrusted to international entities or States, they are an indicator that we are not capable of contracting with our legislation, the aforementioned shows us the lack of a supply system of a more technical than regulatory nature. Dissemination and training is deficient. Therefore, it is urgent to implement a supply system based on clearly defined and standardized processes, protocols, actions and flows, which make it possible to stimulate technical supply action, involving all the links in the system (planning, purchasing, distribution, transportation, storage), and that has customer satisfaction (the citizen) as its center. This will make it possible to maintain our critical national assets and even key resources in optimal care and functionality conditions that allow us to have a national capacity for action and reaction in the face of any eventuality. The media should be involved in addressing this issue.
