The Recruitment of Civil Servants: Bridging Democratic Requirements and Efficiency

Abstract

This chapter explores civil service recruitment models in European countries, in particular European Union Member States. It examines terminology distinctions, historical evolution and two primary recruitment models: career and employment systems. The democratic requirement, rooted in meritocracy, emphasises equal access to public posts based on merit, often enshrined in European constitutions. The chapter also addresses the issue of nationality and discusses it in the context of European Union integration processes. Efficiency in recruitment, centralisation and specialisation are explored, as well as the characteristics of merit-based selection. In conclusion, this analysis offers insights into European civil service recruitment dynamics and challenges, bridging democratic requirements and efficiency.
