Abstract
In this study, the effect of urban planning facilities on the resilience from disaster was analyzed with the focus on urban space as a non-structural measure against urban flood damage. The analysis was conducted by evaluating relative values using a decision-making system―analytic network process (ANP)―with the network structure based on the four functional features of recovery: robustness, redundancy, resourcefulness, and rapidity. The study results indicated that disaster-prevention facilities showed the highest recovery efficiency followed by space, traffic, public-cultural-athletic, environmental, health and sanitary, and distribution and supply facilities, in respective order. Therefore, facilities with high recovery efficiency should be primarily planned and installed in areas that are vulnerable to urban flood damages. In addition, facilities with less recovery efficiency should be planned in areas that are relatively safe from flooding in order to increase the overall recovery efficiency to minimize damage from flooding.
