Abstract

As a potential new form of organisation, PPP has become an important strategic management instrument available to public health service executives. The aim of this article, which examines the PPP between the Amiens-Picardie University Hospital and Victor Pauchet de Butler Clinic, is to analyse how two competitors have worked together to create a new body established under private law-a joint health venture-in the aftercare and rehabilitation market segment. The establishment of this PPP represents an opportunity for the two partners as well as a means of meeting a request from the regional supervisory authority. It can be viewed as an "elementary" and "balanced" PPP, within a "doing while working together" framework. A given objective (the provision of medium-term stay beds) can be accomplished immediately and it constitutes an instant internal success for each establishment.
