Public sector must undergo radical changes in the years ahead to cope with demographic and financial challenges. The use of technology, building innovation capabilities and digitalization through digital transformation projects are key factors to succeed with change in order to realize expected benefits. Public sector has deep cultural and legacy roots where culture is the hardest part to change, which makes it complex to succeed with digital transformation projects. In this paper three hypothesizes for future research are identified.
