Abstract

This study is intended to serve as a background paper for the Fourth International Conference on Health Promotion held in Jakarta in 1997. It attempts to show how and why health promotion has developed as it has in Canada, with particular emphasis on the social & political context. It explores how health promotion thinking emerged, was interpreted & implemented, the balance between policy & practice, and the role of health promotion infrastructures. Part one covers the historical development of health promotion in Canada and part two discusses factors contributing to health promotion success or failure. Part three sets out lessons for the 21st century.
