Abstract
The Phenomenon about the decreasing of harvested area and the decreasing of rice production underlying the area of Tuban District become the research place. Environment carrying capacity with land carrying capacity based on the comparison between the availability and the need for land for the people living in a region. The availability of land is determined based on the actual total local production data of each commodity in a region by summing the products of all commodities i.e. agriculture, plantations, and livestock in the area and Land requirements is the area required for decent living needs per population is assumed to be equivalent to land area to produce 1 ton equivalent of rice / capita / year. The methods used in this research are quantitative analysis and spatial analysis. Determination of land carrying capacity status through scenario of Spatial and Regional Planning is projected to data to know the status of land carrying capacity 20 years ahead. The parameters to be projected include population, rice production, and commodity production, then data processing will be done by using ArcView 3.3 and Microsoft Excel. The results show that from 20 sub-districts in 2037, there are 3 administrative areas that produce surplus and 17 administrative areas in deficit, it can be seen that more in the state of deficit, this is due to the rapid growth of population growth and vacant land is made to build houses or factories. This needs effort to increase the carrying capacity of agricultural land in such ways as planting empty land, increasing the amount of food crops harvested, so that the growth rate and commodities can run in balance.
