Taxonomy of resilience strategies for addressing the impacts of COVID-19 pandemic on food supply chains

Abstract

Food supply chains (FSCs) were disrupted by measures implemented to control the spread of the COVID-19 pandemic. These measures led to disruptions such as labor shortages, export and import restrictions, and transport constraints, increasing global poverty and food insecurity. This study proposed a taxonomy of resilience strategies for addressing COVID-19 pandemic disruptions in FSCs. The review focused on identifying COVID-19 impacts, response strategies, and public policies developed by governments and institutions to deal with the COVID-19 disruptions. The study then classified the resilience strategies into strategic fields, sustainability drivers, resilience capabilities, and supply chain stages. The strategic fields were defined using keywords extracted from the literature review. The research identified four key strategic fields, where most resilience strategies were implemented: digital transformation, sustainable production, collaborative governance, and short FSC. Our taxonomy provided a framework of resilience strategies for facing supply chain disruptions, showing relations and synergies between categories. The taxonomy could facilitate decision-making when responding to future disruptions, like pandemics or natural disasters, in FSC.Las cadenas de suministro de alimentos (FSC) se vieron afectadas por las medidas implementadas para controlar la propagación de la pandemia de COVID-19. Estas medidas provocaron disrupciones como escasez de mano de obra, restricciones a las exportaciones e importaciones y limitaciones de transporte, aumentando la pobreza mundial e inseguridad alimentaria. Este estudio propuso una taxonomía de estrategias de resiliencia para abordar las disrupciones de la pandemia de COVID-19. La revisión se centró en identificar los impactos de la COVID-19, las estrategias de respuesta y las políticas públicas desarrolladas por los gobiernos e instituciones para mitigar las disrupciones. Luego, el estudio clasificó las estrategias en campos estratégicos, impulsores de sostenibilidad, capacidades de resiliencia y etapas de la CS. Los campos estratégicos se definieron utilizando palabras clave extraídas de la literatura. La investigación identificó cuatro campos estratégicos: transformación digital, producción sostenible, gobernanza colaborativa y cadenas cortas de suministro de alimentos. Nuestra taxonomía proporcionó un marco de estrategias de resiliencia para enfrentar disrupciones, mostrando sinergias entre categorías. Esta podría facilitar la toma de decisiones al responder a futuras interrupciones, como pandemias o desastres naturales, en FSC.
