Overview of Policy Needs for Circular Construction

Abstract

This chapter provides a detailed overview of the evolving policy and regulatory framework that supports the transition to a circular economy within the construction sector, with particular emphasis on both European and national levels. It begins by examining the foundational EU frameworks, such as the Circular Economy Action Plan and the European Green Deal, highlighting their impact on national legislation and sustainable construction practices. The analysis then extends to the national level, emphasising both overarching themes and country-specific strategies that are influenced by local contexts. It also addresses the relationship between European directives and national implementation, highlighting the importance of policy harmonisation, technological readiness, cultural adaptation, and financial capacity. The chapter concludes by outlining future directions for circular construction policy, including digitalisation, green public procurement, and regulatory support for emerging technologies, while advocating for multi-level governance and proactive adaptation to achieve long-term sustainability goals.
