Abstract
This paper analyses neo-instutionalist thinking with respect to its analytical power regarding contradictory gender strategies in organizations. The author's own empirical study on gender change in German police serves as an empirical reference. The article concentrates on Meyer/Rowan's (1992/1977) theses on the advantages of incomplete implementation of reform strategies, focusing on the concept of "de-coupling" of formal structure and the structure of action, legitimacy and resources as central categories, and closes with some critical remarks on the concept's neglect of crucial theoretical issues in the field of gender and organisation.
