PERKEMBANGAN TEORI DAN PRAKTIK MENGENAI PARLEMEN DI INDONESIA

Abstract

The idea of a Parliament, a branch of government dealing with making and changing laws, has long been subject to debate among scholars, dating back to ancient times. This paper seeks to give a brief account of the development of the concept of a legislature and explain the dynamics of a legislature situated in the Indonesian constitutional law from a historical viewpoint. It shows that a Parliament is an evolving institution, with bicameralism seems to be preferable in representative democracy. While different types of legislative systems have been implemented in Indonesia, after the reformation, the country appears to embrace soft-bicameralism.
