Abstract
Spanish research about the "State of the Autonomies" has not adequately explained two things: one, the concept of intergovernmental coordination; two, the role of public officials in an intergovernmental context. This article proposes, on the one hand, a concept of coordination adapted to the intergovernmental context and a measuring instrument inspired on Metcalfe's work; and, on the other hand, it analyses Spanish national public official's perceptions about intergovernmental national-regional relationships. In order to develop this intergovernmental analysis, the research has used professional data from 102 top national civil servants and has made several interviews.
