Disaster relief and rehabilitation at the local level in Bangladesh: assessing the practices of union Parishads management committee

Abstract

This study explores the pivotal role of Union Parishads (UPs) in providing disaster relief, with a focus on the 2023 rain floods that severely impacted Chakaria and Lohagara in the Chittagong region of Bangladesh. Conducted from August to October 2023, the research using qualitative research approach, comprises 40 in-depth interviews (IDIs) and 20 key informant interviews (KIIs) with residents directly affected by the floods. Triggered by heavy rainfall, the flooding resulted in extensive property damage, displaced numerous households, and inflicted substantial financial losses. Findings indicate that the UPs’ intervention could have been significantly more effective, as both UP representatives and affected residents lacked adequate knowledge of disaster management and relief distribution processes. Additionally, inadequate coordination among local representatives undermined the overall relief efforts. Despite these limitations, this study offers valuable insights into local governance and disaster management in Bangladesh. Recommendations from UP representatives and flood victims underscore the need for improved coordination among officials and relief committees to enhance the UPs’ capacity for disaster response, thereby protecting the welfare and livelihoods of vulnerable populations.
