Abstract
Turkey is often confronted to natural hazars, especially earthquakes. With the global warming, the issue of disaster has been added to occupy our agenda as flood, land slide for long time. In order to minimize these losses, the integrated disaster management should be applied in the most effective way. Integrated Disaster Management can be considered as pre-, during and post-disaster planning processes, as well as prevention and disaster reduction, disaster preparedness, rescue and first aid, improvement and reconstruction. But in our country, this process is applied as management of crisis. The Disaster and Emergency Response Regulation, which applied from 2013, regulates the intervention and first aid phases, which are the stages of crisis management. It is seen that the first stage of integrated disaster management, risk management, risk assessment and disaster reduction with preparation stages cannot be applied. Reducing disaster damages, maintaining social and working life in a safe way, country development is the only possible with the application of the effective disaster management plan. For this purpose, risk reduction studies must be applied as principally.
