SROI: ALTERNATIVE METHOD IN POST-LEGISLATIVE SCRUTINY

Abstract

The method of evaluating laws in Indonesia has not yet become an issue that is comprehensively discussed. Previous studies focused more on research methods in drafting laws, for example on ROCCIPI (Rule, Opportunity, Capacity, Communication, Interest, Process, and Ideology) or CBA (Cost and Benefit Analysis). Therefore, this article fills in the gaps in the study by discussing Social Return on Investment (SROI) as a method of evaluating the implementation of laws. This method can be an alternative discourse in evaluating laws in Indonesia, but it needs to be supported by evaluation guidelines that explain concrete steps in quantitative evaluation of laws. In addition, the SROI method demands an interdisciplinary approach and the involvement of relevant stakeholders in various stages of SROI analysis.
