Políticas públicas y subjetividades: Lógicas en disputa en la implementación de programas sociales en la comuna de Lota, Chile

Abstract

This critical and socio constructionist qualitative exploratory study aims to analyze tensions between the implementation of social programs and the subjectivity of those who are intervened. It seeks to contribute to understanding why, after implementation of several social policies in the communes, social problems such as poverty, inequality and unemployment persist. The work was developed out in the commune of Lota, Chile, with 15 local leaders with years of experience in these positions. Life story was used as data collection technique, and data analysis for content analysis with thematic mesh, to coding the construction of relations between subjects, community and State. The discussion shows the need to understand the intervention considering a relevant conjuncture with community organizations and a multidimensional perspective of problems that promote and highlight resources owned by the intervened social groups.
