Santiago del Estero can be considered an uneconomic province, unable to sustain its population from their own resources. Indeed, the resources allocated to the maintenance of this population are not generated in the province, but from the national state. In this sense, the province can be considered a reservoir of surplus population to the capital. This article aims to observe the role of the state in the reproduction of that overcrowding, that in this case could be considerated latent relative surplus. From various statistical indicators, we observe the living conditions of this population in the past 30 years, with particular attention to the role state employment and social plans in reproduction.
