Abstract

Should broadband be treated as a public utility or be left solely to the private sector? Should state or municipal governments provide basic services, act as anchor tenants, or simply monitor progress? Whichever side of the debate you stand on, there is a growing consensus on the importance of high-quality broadband connections for everyone to ensure sustainable social and economic growth. Policy makers, legal scholars, and CEOs have shared their perspective. It's time for computer scientists to join the conversation. © 2013 IEEE.
