Abstract
This study aimed to construct an index able to measure the economic climate for public forest concessions in the states comprising the Legal Amazonia. The Iconf - Economic Climate Index for Forest Concessions aims to be a synthesizer of indicators of the competitiveness of the states of the region with respect to forest concessions. The indicators were selected previously according to characteristics of simplicity, rapidity and low cost of collecting, clarity, accuracy, measurability, linkage to the phenomenon studied, regularity and reliability, and then subjected to the method adapted from opinionated validation by a group of experts from the forestry sector. Then the validated set received a factor analysis (FA) treatment in order to identify statistically correlated indicators and reveal their weights (factor loadings) in the explanation of the phenomenon. The grouping of factor loadings provided the identification of five dimensions of forming Iconf: a) social; b) forest; c) command and control; d) organizational security and e) macroeconomic. There was a significant correlation (r = 0.90) between the changes in Iconf and yields estimated for forest concessions in the Amazonian state, attesting to the consistency of the methodology and the applicability of this index.
