Abstract

This paper wants to analyze the reform introduced to the General Ordinance of Urbanism and Building on matter of Protected Areas of Natural Value Resources from two perspectives: the effectiveness to obey the constitutional duty of safeguard the preservation of nature, and the implementation of constitutional provisions that allows to restrict or limit the exercise of Rights in order to protect the environment and the natural heritage.
