Abstract

The aim of the study is to analyze the relationship between education as a right and egalitarian education, with the inclusion of (foreign) immigrants, and to highlight their similarities to and differences from Mexican students. The results have been analyzed in terms of theories of citizenship, human rights and human development. Our methodology employs a documented analysis of the relevant legislation, public policies and empirical studies, as well as semi-structured interviews of experts. Results: a recognition that the education of immigrants is a right and a discussion of problems to do with their access to and exercise of the right in practice, in the absence of integral policies for its exercise and the absence of an inclusive and intercultural pedagogy which takes its complexity into account.
