Abstract

The purpose of this article is to gain a holistic view of how the implementation of the “smart city” concept will change the urban landscape. The authors chose a cybernetic paradigm, considering the smart city as a managed system. The main trends in the development of the city management system are analyzed within the framework of the chosen paradigm. It is concluded that in the concept of a smart city there will be a transition to a hierarchical multi-level management system with the integration of information flows. Sensors that record the behavior of a citizen in an urban environment, as well as control of actuators that change the characteristics of the environment will form information flows. In general, the control system will acquire the characteristic features of the "Internet of Things". The urban landscape will change accordingly. It will become more adaptable to the needs of citizens and acquire a hierarchical multi-level structure. The upper level of the landscape will be managed in such a way as to solve citywide tasks, for example, the formation of the climate. The lower structural level of the landscape will be adapted to meet the needs of individual social groups.
