Abstract
Barriers to construction projects are conditions that can slow down the progress of work. Empirical studies show that there are 40 indicators that hinder project implementation. Most contractor companies, pay less attention to all these obstacles. Contracting companies consider obstacles to be common and natural to find in the project cycle, so that efforts to overcome obstacles are often neglected. This study aims to determine the dominant factors and obstacles that occur in the implementation of road construction projects in Aceh Province. The road construction projects in Aceh Province that are being reviewed are those that use funding sources from the 2018-2022 Aceh Revenue and Expenditure Budget (APBA). This study uses a quantitative method approach through a questionnaire. Respondents were addressed to one of the top management personnel from a road contractor company with medium and large qualifications, namely the project manager, site manager, site engineer, and supervisor. The sampling technique used is simple random sampling, which is random sampling without regard to the proportion of qualification strata of contractor companies, which have been or are currently handling road construction projects. The data analysis technique used was Principle Component Analysis (PCA) with the help of Statistical Product and Service Solution (SPSS) software. The results of the study indicate that the obstacles that occur in the implementation of road construction projects in Aceh Province are five factors, namely managerial, external, financial, consultant, and safety factors with a total variance (percentage of obstacles) of these five factors amounting to 65.395%. The dominant obstacle factor in the implementation of road construction projects in Aceh Province is the managerial factor with a variance of 27.130%.
