Abstract
International comparative studies have come to dominate educational discourse in many countries when educators, policy makers and politicians consider what is to be done to improve their system of education. The results of these studies are accepted in many places as providing undisputed scientific evidence about the achievement of students in the countr ies studied as well as indicating how good the curr iculum is and how well teachers are teaching.
