Abstract
This article provides a brief diagnosis of physical educational infrastructure (PEI) in Mexico, to demonstrate a series of overlapping gaps in basic infrastructure, and curricular or innovation infrastructure, to the detriment of the most vulnerable schools. To do so, it reviews the international regulatory framework and specialized literature in order to establish the importance of PEI in learning; and prepares a map of current policies on this matter in Mexico. To analyze infrastructure availability gaps, it uses the database from the Evaluation of Basic Conditions for Teaching and Learning conducted by the national Institute for Educational Evaluation (INEE). It points out the characteristics of the most relevant programs and actions and their main advances and limitations under a focus on rights. Finally, it presents a set of policy recommendations.
