Abstract

The national security and defense approach in Colombia is analyzed in this article since the second half of the 20th century to propose the national security planning phases, faced with today's complex challenges involving the civilian and institutional sectors. Initially, the theoretical evolution of the concept of security and defense and its implementation in the legal apparatus are addressed based on a qualitative methodology. The main characteristics of national strategic planning in the 1996 National Security and Defense Manual are then examined. The phases for planning the National Security Strategy with the multidimensional security approach are proposed. Finally, some conclusions on security and the construction of its strategy in Colombia are presented.
