Gestão ambiental e gestão dos recursos hídricos no contexto do uso e ocupação do solo nos municípios

Abstract

Esteestudo teve como objetivo mostrar a importância de uma integração entre gestão ambiental e gestão dos recursos hídricos na busca por um desenvolvimento municipal dito sustentável, com redução de impactos negativos decorrentes do uso desordenado do solo. Para tanto, foram criados o Índice de Gestão Municipal dos Recursos Hídricos e o Índice de Gestão Ambiental para os municípios cearenses. Os principais resultados mostraram que os modelos de gestão dos recursos hídricos e do meio ambiente nos municípios cearenses apresentam fragilidades inerentes à baixa integração entre ambos e ao baixo nível de implementação de instrumentos de gestão. Como consequência podem ser potencializados os impactos negativos da falta de ordenamento no uso e ocupação do solo.This study aimed to show the importance of integration between environmental management and water resources management in the search for a sustainable municipal development,reducing the negative impacts due to uncontrolled use of the soil. For this purpose, we constructed the Index of Municipal Management of Water Resources and the Index of Environmental Management for the municipalities of Ceará, Brazil. The main results showed thatthe water resources management and the environment management models in the municipalities of Ceará have fragilities inherent to the low level of integration between them and the low level of implementation of management tools. As consequence,the negative impacts of lack of planning in the use and occupation of the soilmay be increased.
