Smart mobility in the creation of public value for Metrobus users in Mexico City

Abstract

In Mexico City, the BRT type Mass Transit System called Metrobus was recently included to other modes of transportation, where the technological factor was added as a basis to improve the efficiency of transportation in general. However, intelligent mobility should not only be evaluated from a technocentric approach, but also from the usercentric approach. In this context, the aim of this article is to analyze, from the conceptual framework of smart mobility, whether information and communication technologies (ICT) are contributing to the construction of public value, understood as the value derived from a public policy that satisfies a social need. In this sense, the case study explores the public value of technologies to improve the mobility of users of Metrobus line 1 in Mexico City. The exploratory research used a mixed methodology and included quantitative data collection techniques such as the application of a probabilistic survey and an online survey. Qualitative techniques included participant observation and semi-structured interviews with Metrobus users. The results show the importance of Metrobus users to evaluate and contribute to the value of mobility programs, and reject the idea that technology is the most important thing towards the construction of sustainable mobility.
