Methodologically, it is a research with a qualitative approach, with a de-scriptive and exploratory design and type. Five chief of public libraries were interviewed, with their informed consent, mainly those leaders in library innovation that have obtained the «Jorge Basadre Grohmann» recognition. Among the main results, the initiative and social commitment of the library staff with their community and the use of cultural references to innovate were ob-served. Empirically, the methodology was applied in the cases that obtained recognition, however, the absence of prototyping was detected. It was concluded that Design Thinking is a recommended method when it is necessary to innovate in libraries with limited resources.
