Naturalizando a nação: estrangeiros, apocalipse e o Estado pós-colonial

Abstract

Este artigo examina a situação do Estado-nação pós-colonial sob o prisma da catástrofe ambiental: como é que "invasores" vegetais podem se tornar uma questão política iminente? O que isto poderia nos revelar sobre as relações cambiantes entre cidadania, comunidade e soberania nacional sob condições neoliberais? Examinando estas questões em relação a um caso proveniente da "nova" África do Sul, postulamos três características centrais das organizações políticas pós-coloniais numa era de laissez-faire: a reconfiguração do sujeito-cidadão, a crise da soberania das fronteiras soberanas e a despolitização da política. Os estrangeiros - sejam eles plantas ou pessoas - reúnem em si, sob tais condições, as principais contradições da demarcabilidade de fronteiras e do pertencimento; e uma natureza-estrangeira fornece a linguagem que dá voz a novas formas de discriminação no seio de uma cultura de "pós-racismo" e de direitos civis.This paper examines the predicament of the postcolonial nation-state through the prism of environmental catastrophe: how is it that plant "invaders" can become an urgent political issue, and what might this reveal of the shifting relations among citizenship, community, and national sovereignty under neo-liberal conditions? Pursuing these questions in relation to a case from the "new" South Africa, we posit three key features of postcolonial polities in an era of laissez-faire: the refiguration of the subject-citizen, the crisis of sovereign borders, and the depoliticization of politics. Under such conditions, aliens - both plants and people - come to embody core contradictions of boundedness and belonging; and alien-nature provides a language for voicing new forms of discrimination amidst a culture of "post-racism" and civil rights.
